James S. Cheng, one of our early graduates, has gone a long way and has accomplished significantly, academically, professionally, and in the society.
Mr. Cheng was born in Taipei, Taiwan, and emigrated to the US with his parents at the age of three. He received a BS in Computer Science from Old Dominion University in 1982, later on a MBA from the Colgate Darden Graduate School of Business, University of Virginia and a JD from the Georgetown University Law Center. Mr. Cheng is a member of the Virginia State Bar and the Washington DC Bar. Prior to founding CHM, he spent 14 years in positions of increasing responsibility at ECI Systems and Engineering.
Mr. Cheng was Founder and Principal stockholder of CHM, an information technology services company with principal offices in Northern Virginia and 5 branch offices across the country. Under his leadership, the company grew from $300,000 (at its founding in 1994) to about $90 million (2004) in annual revenues and a staff of over 500
CHM's DoD client base included DISA, Navy, Air Force and others. CHM's Civil agency clients included Dept. of Commerce, Treasury, Agriculture, State, Homeland Security, HUD, HHS, Justice, Transportation, FAA and GSA. Commercial clients included Philip Morris, Lockheed Martin, and others.
Mr. Cheng's leadership of CHM has resulted in the company winning the 2003 Greater Washington Area Contractor of the Year (for companies under $100mil), Virginia Business Magazine's 1999 Vanguard Award as the fastest growing company in the Commonwealth of Virginia and achieving ranking in Inc Magazine's "Inc. 500" for several years (including #12 in 1999). CHM was recently recognized as the 13th largest Asian-American owned business by AsianBusinessNews magazine. CHM was recently recognized as one of the top 100 Federal prime contractors and was ranked fourth of the Top 25 8(a) companies by Washington Technology magazine. Along with other numerous awards for corporate growth and quality, Mr. Cheng was also honored as the KPMG High Tech Entrepreneur of the Year for Southeast Virginia (2001), ODU's Distinguished Entrepreneurial Award (2003) and as a Chinese (Taiwan) Overseas Youth Model Entrepreneur (2001).
His community activities include serving on the Boards of the Virginia Small Business Finance Authority, Governor Warner's Economic Strategic Planning Council (2002), Old Dominion University Education Foundation, ODU Northern Virginia Campus Advisory Board and George Mason University's Diversity Advisory Board. He is on the board of Monte Jade Science and Technology Assoc. of Greater Washington D.C., and was elected as Chairman for 2004, and is involved in the formation of the Asian American CEO Forum in the DC area. He has previously served on the boards of the Organization of Chinese Americans Eastern VA Chapter, Capitol Commitment and the Navy League Council of Hampton Roads, among others.
Having sold his company, Computer & Hi-tech Management (CHM), on January 1, 2005, James Cheng is now a private investor, active in regional Angel investment circles.
