The authors then discuss an experiment in which the concept of inter-indexer consistency (a bibliometric measure that indicates the keyword indexing overlap between different human index) is related to the manual construction of hyperlinks. Since the amount of inter-indexer consistency is related to IR efficiency, this could also hold for hypertext networks. An experiment was then setup so that a group of people could design a HT netw. from 5 fixed pages. Measures of inter-indexer consistency were recorded at levels found in previous research on database indexing. Finally,experiment had another group of people perform searches in the generated networks.
