This very short article is one of the first (the first?) publications
on Dublin Core. Given the importance of Dublin Core in all DL projects,
reading the first publication will give some insight into how metadata
is used in (and out) of a DL environment.

This is a very readable introduction to Dublin Core and the concept of
qualifier s, and how qualifiers can be used to accommodate different uses
and communities. It illustrates the natural tension between simplicity
and usefulness and shows how far DC has come.
